In hospitals, the vicious circle of temporary work is not just limited to the world of doctors. This way of working, intended for occasional short-term replacements, has also developed in the nursing professions in recent years, as job offers have multiplied, particularly in the Ile-de-France. The same difficulty exists in facilities that suffer greatly from a shortage of nursing staff: this slightly better-paid way of carrying out jobs with great planning freedom now competes with traditional recruitment. And as it gains momentum, it contributes to the disorganization of services.

Article 7 of the draft law on access to health care, sponsored by the Member of Parliament (Horizons) for Seine-et-Marne, Frédéric Valletoux, and supported by the government, aims to put a stop to this trend by targeting young professionals. The text, to be examined by a joint committee on Thursday 7 December, proposes to ban temporary employment at the start of their careers for young doctors, nurses and care workers.

If the measure is passed, the duration of the ban will be determined by decree – three to four years were initially planned. “Temporary work must become a marginal phenomenon again, it must not be a career modeldefends Frédéric Valletoux. We have to set this example because today we have young people who start temporary work and continue their careers that way. »

There is no detailed data available on this phenomenon, nor on temporary medical work. According to a statement from the Head of Research Animation, Studies and Statistics (Dares) in September, the recourse is being made These temporary instructions for use are reserved for hospitals ” weak “ However, compared to other sectors of the economy, this is the case “significantly increasing” : the recourse rate in the last six years rose from 0.2% to 0.4%. This is primarily due to temporary employment, which has seen significant growth since 2021. Between the beginning of 2017 and the beginning of 2023, the proportion of temporary workers in nursing employment increases from 0.6% to 1.5%. In private hospitals and from 0.1% in public hospitals to 0.7%.

Challenge “Replenishment of Workforce”

According to health stakeholders, Ile-de-France is one of the most affected regions. At the Assistance publique-Hôpitaux de Paris (AP-HP), temporary employment includes around 1,000 positions (full-time equivalents), all qualifications combined and mainly in the paramedical sector, according to the management of the group of 38 hospitals; and a budget of 90 million euros in 2022, 20 million more than two years ago.
